Boots are needed from the basic Action Sailor figure.
"Kit out your Action Man for every phase of military service with these authentic true-scale equipment sets", read the Equipment Manual. The Breeches Buoy set was intended one would assume, for the Sailor range of 1966-70, an basically an accessorised Action Sailor. The set later became the R.N.L.I Sea Rescue set, and the letters were applied to the jacket. The accessories could be bought separately and included:
ACTION MAN BREECHES BUOY: NAVY 'Oilskin' jacket, trousers, breeches buoy and pulley, flare pistol, signal light, information leaflet. Equipment Manual.
The Breeches Buoy is a rescue / transportation device to carry sailors to and from vessels whilst at sea. The 1969 'Breeces Buoy' issue set's oilskin hooded jacket bears the NAVY letters. The adapted 1974 set carried the letters R.N.L.I. on oilskins and the life vest when the set was rebranded to that of the Royal National Lifeboat Institution.
