Boots are needed from the basic Action Sailor figure.
"Kit out your Action Man for every phase of military service with these authentic true-scale equipment sets", read the Equipment Manual. The Landing Signals Officer was part of the Navy range of 1967, and appears in the 1968 Equipment Manual. It is basically an accessorised Action Sailor. The accessories could be bought separately and included:

The Action Man Landing Signal Officer's goggles should have a black rim (not to be confused with those of the Ski Patrol)and are unique to this set. The LSO suit was later to visualised within the Action Man Equipment Manual as intended for the the Action Man Grand Prix set. Many other accessories were available for pocket money prices, and it would have taken a few trips to the toy shop to get a completely kitted out Action Man Action Sailor. The Navy Manual (that was included with the boxed Action Sailor) had details of how to set up figures, and the Action Man accessories available.
